Dragon Ball PHD is a parody series, pointing out the infamous plot holes, inconsistencies, and all around strange things in our favorite manga series in a comedic manner.
Ah yes, the good ol’ excuse of “I, the godlike being, can not help you because it’s forbidden to interfere”, as old as storytelling itself.
However, in Kami’s case, it’s even worse then that. If you look at it a bit longer, you’ll see that he constantly contradicts his reasoning as to why he didn’t stop Piccolo, thus making little to no sense.
Adding a super-powerful character into your story afterwards has it’s drawbacks for sure, as it adds waay too much questions, logical errors, and inconsistencies to the overall story. Where was he before? Why didn’t he help the heroes?
Most writers usually try to fix these plot holes with some mystified explanation like “oh he is a godlike creature, he looks for the ballance of good and evil, he’s bla bla bla”, which can work sometimes, but in Kami’s case… Well, not really. Waaay too much contradictions, igoring basic plot points, and yeah, when you’re the GUARDIAN of Earth, shouldn’t you be… I don’t know, guarding it or something?

Beerus has much better reasons for not interfering. For most things, "I don't care" works perfectly fine, and for most things which he does care about, one can fill in some version of "Wait, what happened while I was asleep?"
